EMMANUEL BYARUGABA KASIMBAZI is a Professor of Law and a senior consultant in environmental and natural resources management and governance. Emmanuel’s experience focuses on the development of policies, laws, guidelines, strategies and institutional reforms in the water and environment sector. Emmanuel is an outstanding environmental lawyer in Africa and beyond. His work has significantly contributed to the development and implementation of environmental law at national, regional and international levels.
Emmanuel is the former Director of the Environmental Law Centre at School of Law, Makerere University, Kampala, Uganda. He is the Environmental Law Expert of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds. He is also the current Chair of the Specialist Group of Biodiversity Law of the World Commission on Environmental Law of the International Union for the Conservation of Nature (WCEL). He is a Fellow of the Uganda National Academy of Sciences, the African Academy of Sciences and the World Academy of Sciences. Emmanuel’s academic background includes the following degrees and diplomas: University of Kwazulu-Natal PhD (Law), University of Calgary (LLM), Law Development Centre, Diploma in Legal Practice (PGDLP), and the University of Dar as salaam. For the last 28 years, Emmanuel has taught law at various Universities and provided consultancy services to several international and national agencies such as Department for International Development (DFID), Food and Agricultural Organisation (FAO), the World Bank, the African Development Bank, United Nations Environmental Programme (UNEP), United Nations Office for Project Services (UNOPS), Nile Basin Initiative, European Union, United Nations Development Programme (UNDP), Germany Technical Cooperation (GIZ), United States Agency for International Development (USAID) Norwegian Agency for Development Cooperation (NORAD) and Danish International Development Agency (DANIDA), East Africa Community (EAC) and Intergovernment Authority for Development (IGAD). He has been a visiting research fellow at various institutions where he has distinguished himself with a large and ongoing environmental law and natural resources related research that include: University of Reading, UK, University of Maryland, USA, University of Bergen, Norway, University of Warrick, UK, Centre for International Environmental Law, USA. He has published over 30 monographs, book chapters, articles, working papers and reports. His publications address a variety of legal aspects relating to environment, water, soils, mining, climate change, oil and gas, energy, wildlife, crimes, human rights, forests and health. He is a co-editor of books and journals such as International Yearbook of Soil Law and Policy and the Journal of the Global Pandemic Network. He routinely presents his works in domestic and international conferences. |
