Mohammad Daud Rezaee (Daud) is a legal scholar and policy consultant specializing in international water law and transboundary water governance. He holds a Doctorate (J.S.D.) in International Water Resources Law from University of the Pacific McGeorge School of Law, where his research focused on the Helmand River Basin and the legal dispute between Afghanistan and Iran.
With over 15 years of professional experience, Daud has worked with governments, universities, and international organizations on the legal and institutional management of shared water resources across South and Central Asia. He has advised Afghan government institutions, including the Ministry of Foreign Affairs and the Ministry of Energy and Water, on treaty implementation, hydro-diplomacy, and transboundary water negotiations. His work has included designing and delivering capacity-building programs for diplomats, government officials, civil society actors, and academics on international water law, water governance, and regional cooperation. Daud has served as the Dean of Law and Lecturer at Kateb University and currently acts as a non-resident fellow, contributing to research and academic dialogue on Afghanistan’s transboundary river basins, including the Helmand, Kabul, and Amu Darya river basins. His areas of research, publication, and practice focus on public international law, international watercourses law, hydro-diplomacy, and environmental governance. He has presented at numerous international conferences and policy forums, including engagements in Iran, Central Asia, and Afghanistan, and has published on the intersection of Islamic law and international water law. Daud Rezaee is a dual Canadian and Afghan national based in Ottawa with a strong professional connection in Central and South Asia and the Middle East. He works in Dari and English, with additional proficiency in Pashto, Arabic, and Urdu/Hindi languages. |
